For commuters over Teton Pass, covering the 5.5 miles from downtown Jackson to the intersection of Highway 22 and the Moose-Wilson road only gets them 20% of the way home, but can account for over 65% of the travel time in summer. Employers could help their employees get home quicker and cleaner by providing an E-bike for them at Stilson Ranch. The employer would own the bike. The employee would unlock the E-bike on the way into town in the morning, have it for the day to get around, then lock it back up in the evening. Administration of the program could vary employer to employer (e.g. first come first serve, lottery, enough for everyone, etc.). Multiple employers committing to the program could share the cost of a shelter at Stilson and pool for a bulk purchase discount. Over 20% of the workforce commutes from Teton County, Idaho. If all local summer trips were made by E-Bike, the community's greenhouse gas emissions would be cut by 5%.

Teton Village Association is willing to provide a tent, bike rack, and power at the Stilson parking lot for Summer 2022 and is looking into the best program and how many E-Bikes to offer their employees. They are interested in partnering with other employers for a larger pilot.
Expected Impacts: E-Bikes have zero tailpipe emissions and require 10-20 Wh of charge per mile. Traveling by E-Bike instead of using the average gas vehicle reduces emissions by 97%. For the Summer 2022 pilot, Teton Village Association plans to purchase 10 E-bikes. TVA will track the number of bikes used per day and the miles traveled by each bike. Based on the usage, TVA intends to grow the program to meet demand. As the program grows, the flexibility of available E-bike travel around town may also support other emissions reductions in commuting such as transit and ride-sharing.
Synergy with other priorities: This program is consistent with the goals in the Jackson/Teton County Comprehensive Plan and Integrated Transportation Plan to shift our mode of travel away from single occupancy vehicles and reduce greenhouse gas emissions from ground transportation.
