A Pay As You Throw (PAYT) program, also known as unit pricing, charges residents and businesses for waste collection based on the amount thrown away - offering a direct financial incentive to reduce landfill waste.

The Aluminum Recycling Promotion Project would both promote the use of aluminum over glass and plastic and encourage the recycling of that aluminum locally.
