A Pay As You Throw (PAYT) program, also known as unit pricing, charges residents and businesses for waste collection based on the amount thrown away - offering a direct financial incentive to reduce landfill waste. Many PAYT programs utilize a trash can as the unit for charging - you pay for as many trash cans as you put out for collection. PAYT is widely seen as the most effective incentive for recycling and composting.

Implementing PAYT will require coordination among haulers and implementation of standardized (bear-proof) cans.
Expected Impacts: PAYT is widely viewed as the best way to reduce landfill related emissions and is also a more equitable way to charge for waste collection. PAYT will reduce emissions from the local transfer of waste (0.5% of total emissions) and methane released from the landfill. PAYT implementation is estimated to increase waste diversion by 11-17% decreasing emissions from waste by the same amount.
Synergy with other priorities: PAYT is a part of the Jackson/Teton County Road to Zero Waste initiative and complements the Comprehensive Plan policy to not export our impacts. Because PAYT requires standardized cans, there is an opportunity to partner with ecosystem stewardship efforts toward bear-proofing.
